Loading Goldmaster sat 9400v ci

Hi

This is my problem. I can load the goldmaster on the PC using window XP pro. Try doing it on my laptop but cannot get it to work. Get error 3 Communication error with UART. Turn this off but still the same. I change it to compatibility to 98 & ME but still does not do it. Is there something else that needs doing to get it working thanks for any help on this one.
